It depends entirely on why it's not working. If it's stuck then fiddling might unstick it. If the switch is broken then only replacing the part will do it.
It's not stuck, volume down button works just fine for me. Thanks for answering back btw

Try going into Settings and wherever Sound is on your device to find a way to "Turn It Up!".
Sounds like the button might be full of gunk. I've used flat toothpicks and compressed air to unstick buttons before.

well it could be one of two things.....a hardware issue or software issue.
what phone do you have?
have your tried a factory reset?
or how about re-booting your phone?
