missed sms & internet on/off

Is there any program witch turns on/off internet connection? Becouse some programs use internet automaticly and this cost me some money...

And I need program witch repeat sms notification (vibration and sound) in periods like 5min... I found "Alertsms" but I don't like it becouse it looks like I get two messages instead of one (one from peaople who is in my phone book and another from unknown number).
