Missing Option in Unlock Method

Hi,
A friend of mine is trying to follow this guide, http://www.apartmenttherapy.com/how-to-unlock-a-samsung-galaxy-s4-in-5-minutes-193511 but is stuck because he doesn´t have the phone control option in the debug screen, is there a way around this? Thanks.

Pretty sure that as soon as word got out that you could sim unlock using that method, the carrier's pushed out a update removing the option. The link is dated 2013. It may still be working on Android version prior to 4.X
