Missing welcome screen on Galaxy S2

Hello all,
I've bought a second hand Galaxy S2 and I would like to install all my apps.
However, play store is not present anywhere on the phone.
Nor was there a welcome screen on first startup to allow me to log in to my GMail account.
I've tried soft and hard factory resets and nothing is working.
What can I try now?

It probably had a custom rom or some other non-standard modification. I'd try flashing the stock factory firmware. We'll need a model number to find it because there were so many variants of the S2.

Enter *#1234# into the dial pad and post the information that it shows.
