Have you got background data enabled? It won't work otherwise, though it should warn you when you enter the Play Store app if you haven't.
Otherwise, can you tell us a little more about your problem? Does it not start to download, or start but not finish, or download but not install? And is it all apps or just ones above some size (the latter might mean your cache partition is getting full).
A generic fix is to try cleaning data for the market/play store app (via the manage applications menu).

a 495 error code is frequently generated when the cache for Play becomes corrupt. Go to menu>settings>applications> (depending on your version of android you may also need to tap "manage applications") and tap the "All" tab ans first scroll to Google Play Store, tap on that and select clear cache. DO NOT select clear data or it will make you sign in and accept the terms of service agreement again. Then in find download manager on the All tab and tap it and select clear cache. Reboot the phone and try to get your apps now.
