Android Question

Hi All,
I have a Motorola Moto X and have been experiencing problems both receiving and sending picture and group text messages. I have an unlocked phone and was first on T-Mobile, and received significant delays (up to 3 days), if I received them at all. I chalked this up to being an issue with the carrier and switched to AT&T recently.
Upon activating with AT&T, the delays don't appear to be as bad, but something still isn't right. I still have delays of hours (I live in a major city with nearly constant 4G LTE, full bars and on wifi from time to time).
I contacted AT&T and they informed me of a "degraded tower" in my area, but that sounds like BS to me (as I know others on AT&T without any problems whatsoever). These problems happen both receiving and sending to both android and iphones, who are on multiple carriers.
Another weird thing is sometimes when there has been a delay in incoming messages, if I subsequently sent a picture message or group text, I suddenly get all of the incoming messages as soon as I send it. This is what has me questioning if there is something on my phone/Motorola/Android causing the issue.
I'm relatively new to Android so would appreciate any help as to what could be the problem or where I should go from here. The phone was bought brand new, only about a month old, with new SIM card, and running basically everything stock (no apps downloaded, etc.).
Any thoughts on what is causing this? Network issue, or is there settings I should look at or adjust?
Thanks in advance for any help.
