This is a built-problem with the AT&T version of the LG G2. To the best of my knowledge there is no known fix. I ended up selling my G2 because of that problem.
I actually found a way to get them to go through. The handcent sms app lets me send pictures for some reason. Something that Textra and the normal messaging app did not.
