Mobile data turns on itself

The title says it all. I turn off my mobile data and after a while it turns on again. This causes me huge bills. I have read that it might be my app "JuiceDefender". It has a permission to turn on/off mobile data but it says: "The user setting will always have priority - i.e. if you disable mobile data in Android settings, JuiceDefender won't touch it until you explicitly re enable it".
I have disabled sync for all accounts.
Could this problem be caused by JuiceDefender or is it something else ?

I have disabled JD and went to play a game. After I finished playing, I checked the phone bar and Mobile data was enabled.

Hmm... do you any other battery saving or network managing apps that you can think of?

Under Accounts and Sync, do you have Background Sync enabled?

In data usage everything is disabled.

This is a list of suspected apps:
9gag
Flashlight
Facebook
Norton Mobile Security
Skype
KeepSafe

I think that Norton could be a suspect here, particularly if you have any anti-theft options enabled. Maybe try disabling that (or just those options) for a bit and see what happens?

Okay, last suggestion then: go through Settings > Apps, go into the Details for each app and look for ones that have the change network connectivity permission. Hopefully that will narrow it down!

I noticed your device says Samsung galaxy S 2. Go into your settings/mobile network and disable connections optimizer if you have it.

Did any of those apps come from your carrier pre-installed?

I had trouble with Doubletwist on an SGS4G from the carrier. It kept turning itself on. People who installed it themselves didn't seem to have the problem since they signed up as they wanted the service. I didn't. TMO had it on the phone built-in. Since the OS was Froyo, you couldn't get rid of it unless you rooted.

I never filled out or joined it, so had no account, but would get the notice that I had to give info. So they must have used some data to check. FB used to check for updates to status a while back. You had to adjust its (FB) settings to not automatically update. There were complaints here about FB using too much data.

If you can live without any of those apps (except anti malware) for a couple of days, why not disable them one by one?

When did that happen, that apps can override what I want and turn on mobile data by themselves? TBH I'd never heard of this.

When I turn off mobile data, it stays off. If there's any apps that require internet access, I'm sure I've got plenty of those, well they don't get internet access, not until I turn mobile data back on. This is on any phone I've had.

Most apps that use the internet just detect when it is available. When your data is off, those apps just wait. However there are apps that can control the connectivity state and turn data on or off. DS battery saver has this ability. It uses it to help you save power by turning off your data when the screen sleeps, and then turn data back on when you wake the phone.

Lots of them has full network access but none has "change network connectivity".

"Full network access" just means that the app can use the network, but not control it.

I'd take a look at Codegerm's S2-specific suggestion, as that's definitely not something I have much experience with.

I didn't find "connections optimizer".
There are some Samsung apps like:
Samsung Push Service.
Samsung Apps.
I also noticed that mobile data doesn't turn on until I play a game. I tried it with:
Nyan Cat Lost in Space and Stick Run. Though when I played Fruit Ninja mobile data didn't turn on. None of these games has a permission to "change network connectivity".

So is this possible to fix? I could live without the mobile data so maybe there is an app that would prevent it from turning on at all?
