Mobile Network Settings - Packet Data

Hi All, i just got a new samsung galaxy plus. and i am having intermittent issue with the packet data settings. At times i turn off my packet data in the settings however after a while, it will turn back on by its own. This is freaking me out, i m trying to minimize the use of my data and thats the reason why i turn it off, but it will come back alive...again !!!

My settings stay unchecked...however I don't have a SIM installed all the time, despite getting it unlocked for use on AT&T. Try a factory reset.
