Mobile not capturing images

Hello, my friend's cell phone has Jellybean. And he is not unable to capture images or videos. Cant capture screen shots too
Images and video cant be downloaded too..
Can anyone help?
Tried restarting the phone, removing and replacing the battery and memory card both. Still didnt work. Can anyone help?

Either some setting has become corrupt not allowing the images or something has been put on the phone to stop them. It could be another app that has caused the issue. Recently Someone downloaded a Call Recorder and it messed up their device where they could no longer see the images on their device.

Things to try:
Scan installed programs for any not recognizable and remove them
If possible wipe cache from the phone

If all else fails then the only other suggestion would be a factory reset but I would exhaust my resources before going this route as it will remove all user data.
