Unlocking the bootloader is dependent on the carrier. Verizon and AT&T, for example, do not allow it.
If you are getting that message, it means you are S.O.L. Sorry.

What exactly is it you want to unlock (and why do you want to unlock it)?

(only asking as there are several different things that can be unlocked, and sometimes people get confused)

Looks like he went to the Motorola site to get unlock code for the Bootloader and was denied due to eligibility. Carrier branded version probably.

Oh.. i',m sure she went to try and do that.. its obvious from her first post

... I'm not so sure if she really wanted to unlock the bootloader... or the sim card... bypass frp... or root the device.....

Android folk use the word unlock a lot, so its possible she wanted to unlock something that wasn't the bootloader, but found the bootloader unlock first
