If you mean the lock screen, once you enter the passcode incorrectly too many times, you must enter the Google account credentials to get it unlocked.
If you mean unlocking it from AT&T's network and the phone is out of contract, then AT&T should be able to provide you with the unlocking code for it. If you are still within your contract (or, if you are not the original owner of the phone, the phone is still under contract) unlocking it would be a violation of your TOS agreement. We really can't condone or support that.
