Have you tried a factory data reset? It could hopefully clear out some bugs. Also, I'm really surprised you can't upgrade beyond Ice cream sandwich.

Your tablet is old and not very supported now so about the best thing you can do is a) root the tablet if you can find a way to do so or b) get a new one which may not be feasible at the moment.
A factory reset will not solve system issues which is what I am gathering you are having. The factory reset really only wipes out userData and does nothing with the system itself.
