I have a new android tablet. Can I move apps from my old device to a new one?

You can, if both devices are rooted. There's an app called Titanium Backup that backs up everything to your sd card and then can be restored later 
Otherwise, if both are running Android 4 you can use Helium to back up apps and data (or just data) to transfer to the new tablet.
Another option: there is an option in the settings to back up app data with Google, in which case if you use the same Google account on the new tablet they should all download straight to it.
The apps themselves you can just download again (if you use the same Google account you do not have to re-purchase anything). It's really just getting data across that you need to worry about.
