Moving apps to SD card using another device

Can I use my galaxy s4 mini to load apps onto an SD card for my tablet? I really don't want to root it and mess it up. I feel like this should work, but haven't really been able to figure out how to do it quite yet. I can get the apps moved from my phone to that sd, but am trying to figure out how to get the tablet to read them.
 
Moving an app to an SD card requires a link in internal storage to where the app was moved, so no.

You need to install an installer in the Tab. The easy one to use is Easy Installer from the Play Store. You shouldn't move the SD card from the Tab to the S4 to make the transfer. To transfer apps from the S4 to the Tab is best done using the USB cable from each device connected to a PC and copy the apps on the S4 SD card to the Tab's external SD card. It would be best to add a folder to the Tab's external SD card named Apps or something similar. You could use a file manager on the tab or the PC's File Explorer to do that. You may be able to use an OTG cable on the TAB if you have one or on the S4 if it supports OTG and connect the apps on the S4 directly to the Tab and use a file manager on the device with the OTG cable to Copy/Paste the apps to the Tab. A file manager on the Tab can also be used to install apps which have been copied to the Tab.
Another option for file transfer is the use of cloud storage such as Dropbox.
