Does this phone have to be rooted to move apps to the SD card? I have an app called Clean Master from Cheetah Mobile. It has a feature to move apps to the SD card but it's telling me that my internal storage and SD card storage is the same. Which doesn't make sense to me because when I go to settings / device storage you can see that my phone is recognizing the SD card and even shows the remaining storage on the card. I had this app on my previous phone and this feature worked but I purchased the phone used and it was already rooted.

Rooting wouldn't enable apps2sd anyways. You'd have to flash a custom rom that has the apps2sd function, but to answer your question no you don't have to be rooted because this phone has native apps2sd.
Native means "comes as part of the system". I don't know this phone, but if it has that then you go to Settings > Apps > Downloaded, select the app, then press the move to sd button.
Most current androids call part of their internal storage /sdcard (sometimes called an "internal sd card), with your actual sd card (sometimes called the "external sd card") having a different name. Older ones would just have internal (usually small) mounted as /data and /sdcard being the real sd card. So if Clean Master is only able to move to /sdcard it may well be reporting correctly even though you do have a separate sd card.

Yeah Hadron said. If you just go to application manager in settings and then scroll to the on SD card list you can see what apps can be moved.

It DOES support apps2sd natively and no you do NOT need root in order to use it. You can even disable most stock apps just like with ICS. The only problem is that it is nowhere NEAR as good as it used to be on gingerbread. About 1/3 or so of apps simply dont support it and about half of the ones that do will only move a few megs to the SD card. But it does work and most of the apps from better companies take full advantage of it.
BE AWARE THOUGH. Without root, many apps wont be able to write to the external SD card. Its a new weird (and stupid as F) rule for apps built in to the OS. They are limited on what they can and cant write to the SD card and where, so many apps wont work correctly if you choose "externalSD" for your save destination or whatever else. Its a HUGE pain in the ass and its seriously stupid as hell but what can you do. They have been talking about patching it out with the next update for KitKat so maybe it will be changed soon.
