You can move apps to the SD card. "USB storage" is just the SD card appearing to the micro-USB port as a disk drive, it's not a form of storage. Since you're merely using 2 different phrases to refer to the same piece of hardware (the SD card), the answer to your question is "yes", which isn't really what you want to know. You need the card installed to move apps to the card, and you need the card installed for the card to appear as USB storage. (Unless you're talking about internal USB storage.)
