Moving thing

I don't know know how to explain it...
I need something, which could move a small thing, for example a pen, in 2 dimensions, on a flat screen. By screen I don't mean an LCD screen, I mean a plain flat plastic screen.

So that I could use my phone or computer to move it, by passing two numbers to a function in its API? The screen will be 40cm x 20cm, maybe less.

Do these kits exist? I am sure they do, but I need a hint on what to search in google.
 
I just don't know how to explain it. Imagine a black plastic surface 40x30 cm. It has something moving, for example LED diode....
Well, instead of explaining it, let me draw an animated gif... Just a sec...
 
Here it is, watch the GIF animation. As you see, I want to be able to touch the screen of my phone to make this LED diode move on 2 dimensional surface.

It should not be precise, the resolution of 2-3 mm is ok. It should't be too fast either, maybe 1cm per second is enough.

Maybe it can just be suspended vertically, without the screen, but it shoud move in two dimensions. This thing should have some API, so I could write a software for it. Not necessary from phone, PC is ok too.
