apex launcher maybe?
I did a search on it and @electricpete is indeed correct. It is Apex Launcher.
A launcher is an app that provides the desktops and app drawer for your phone. The phone will come with one, or you can install a different one, with different features, from the Play Store. Apex is one that's been around a while, never quite as popular as Nova but a well-known one. It will offer more features and flexibility than the Samsung one.
However, it's not something that Samsung would install themselves, so it's surprising if you have it on your phone but don't know what it is.
