how to get maps blue arrow shortcut app back on htc one mini

You can create your own shortcut to replace the blue arrow icon. You can then go straight into navigation to a preloaded destination with one tap from your home screen. You can create as many as you like, each one with a different destination. I've found this particularly useful when on holiday.
Long-press on your home screen, select Shortcuts and look for the Directions icon. Tap it and complete the 'create widget' details. This will put a blue car icon on your home screen (you also have the option of creating shortcuts for public transport, cycling or walking).
If you leave the 'choose destination' box blank it will take you into navigation the same as the blue arrow did ie waiting for destination input.
