Multi(Double)-Touch/Pinch to Zoom features

I've browsed the forums some and apologize if this isn't posted in the correct forum or has been previously answered.

I'm looking at purchasing a tablet and am seeing some differences listed in various specifications that I'm hoping someone might help me clarify.

Is the touch screen multi(double)-touch/pinch to zoom feature a function of the hardware, OS and/or additional software? Some models are stating they have it where as others explicitly not, and if not could I just upgrade the OS to acquire this feature. I have it on my phone and really like and would like to have it on the tablet I buy.

For Now you can think of Multi-Touch as a Hardware (Capacative/has vs. Resistive/not Screen) issue... I say for Now, as there are some new Resistive Touch algorithims that can do Multi-Touch too, but I've not seen them implemented in the wild yet...

I have bought a 10" chinese tablet that have a resistive screen (a good one) with dual-touch (pinch zoom) feature working well on web pages and image gallery.
Indeed I don't use it so much because I can do the same by tapping the screen...

I've gone with a Dell Streak and it doesn't (currently?) have pinch to zoom - maybe when I get the upgrade to 2.1 or 2.2. It certainly wasn't a major purchasing point, just something that came up in comparisons so I wanted to understand it a little better.
