I recently replaced my broken razr; I would like to get it back to th eway I had the old one; i.e. my background, certain apps, my ringtone ( it was part of a song that my droid instructor downloaded at a free class they held); and maybe other "stuff" that I may have forgotten about.

If your phone is broken to the point of not being able to access it, and you didn't backup any of the things you wanted, there probably isn't much you can do.
If it has removable Sd card, you can copy information off of it, into your new one.
The playstore should have a list of the apps that you installed from it.
If your Google account was synched, then your contacts should be restored when you log-in from your new device.
