Must be turned off to charge battery

I must power down in order to charge the battery for this phone; it won't charge when turned on.

Which phone do you have? as that doesn't sound normal.

Alcatel One Touch Fierce. This is a replacement for one I lost. The previous one would only sometimes charge when powered on but not always

Try a different usb cord. Maybe the factory one with a wall charger.

I had already tried several different USB cords, chargers, USB ports, etc. Downloaded & manually installed the driver. None of these things worked.

Looks like if you've done all that the good people here have suggested and tried a factory reset, Your going to have to return to your carriers store for another exchange. Its not going to get any better with age. Charging is a very basic function and should work flawlessly . Make sure you take you charger and cord with you so they don't okey dokey you and you have to go back again anyway. Check out your replacement phone well and don't be in a rush. Take your time or you'll end up with another lemon.
