MY Data Manger not available

I want to add "My Data Manager" by Mobidia to my wife's Orange San Francisco:-

However in Market I can only find "My Data Manager" by Emily Grace; not the same thing.

I have this app, by Mobidia, on my Galaxy S2 downloaded from Play Store.

Is the reason I cannot get to correct app on the San Francisco because it only uses Market not Play Store? If so how can I get this app on the San Francisco?

Found apk but looks like requires Andriod 2.2 and up; San Francisco has 2.1.

Any other good Data Manager that will run on Andriod 2.1?
