my doesn't start up

i undelibrately deleted settings, setting storage and setup wizard from my rooted android device and it won't start up instead boots again and again

Unless you can find a factory image for your device that you can flash to it, you have ruined your phone.

This is why people are warned about rooting their phone, if you do not know what to delete, dont delete at all.
