Help my phone wont connect ot my laptop via usb

there isn't any notification that pops up when I plug it into my laptop. I have tried restarting both my laptop and my computer, using a different cable, and plugging my phone into a different computer

Are you referring to uploading and backing up?

Have you installed LG's USB driver? Also, you should see a USB icon in your phone's notification panel, touch that and you'll get a window to select connection method (charge only, MTP, etc.). Windows doesn't recognize portable media devices natively, that comes with Windows Media Player 11/12.
