Can you give us more information? What kind of phone is it and what version of Android is it running? Also, is it rooted and have there been any updates recently?
I've only seen this happen when some system files got erased or otherwise got corrupted. I really don't know any solution but to reflash stock ROM (or flash some other ROM built for your phone).
Do you have TWRP or CWM installed? I'm guessing no, but it can't hurt to ask.
