Can you give us more information? What kind of phone is it and what version of Android is it running? Also, is it rooted and have there been any updates recently?

Have you tried a factory reset? (I don't know how to do that on your phone.) Is it rooted? Were there any updates recently?

i factory reset it and it still doing the same thing

I've only seen this happen when some system files got erased or otherwise got corrupted. I really don't know any solution but to reflash stock ROM (or flash some other ROM built for your phone).
Do you have TWRP or CWM installed? I'm guessing no, but it can't hurt to ask.
