Need app: stalker proximity warning

Let's say there's someone who carries around a phone with GPS and I need an app that will sound an alarm if that person comes within ~500m of me. Any suggestions?

I think the person in question would have to be wearing something that communicated with the app in some way. Their phone would have to connect to the app server or provide a specific ID that your phone could recognize. In any event I don't see a stalker agreeing to such things.

I do think it would be a great idea for an app working with the national sex offender database though.
