Need app to block access to everything except keypad

With the ease of access and flurry of virtually every kind of spy app available these days, I am looking for an app that restricts everything except the dial keypad. Most spyware which intercepts voice calls, texts and can even turn on your mic or camera without your knowledge can be installed by using the target phone, going to the browser and then downloading the spyware to your phone. It then conveniently erases all traces of the dirty deed so when in doubt...you have to do a factory reset for peace of mind. Does anyone know of such an app?
 
An app that you download from a reputable source like the Google Play Store or the Amazon Play Store will show you the permissions that the app has and therefore implies what it's potential access is.

A single app cannot restrict the behavior of other apps--unless your device is rooted and you installed a very malicious rooted app (which you again would have had to grant permission to from the Superuser app).

It's the Android operating system (the kernel, actually) that has ultimate / base-level control of the hardware resources like the camera, microphone, etc. The Android applications request access to the resources via the system APIs and also have to register that access through the app permissions that I mentioned above.

So, if you're careful about and keep track of what apps you've installed (and avoid side-loading any apps where you are not certain of their origin), then you should be pretty safe.

The "TL;DR" (too long; didn't read :p) answer: I don't know of any such app.
