Best is subjective. Install any and all weather apps and see which is the best for YOU. :)
The majority are free. I use Beautiful Widgets and it's good enough for me.

There's an app called Quickweather that can access the NWS site (looks like the computer web page, and also the original Weather Underground. That weather map can show wind speed, fronts, aviation, jet stream, precipitation.

Think Quickweather is free

Intellicast has overlays for Storm Tracks, Fronts, Windstream,3 satellite modes, Wind speed and Snow cover. You can have more than one overlay at once.

You can find similar for any city.

I use this page in a scrollable webnap widget. The top of three web widgets here which give me short, medium and long term at a glance.

Websnap is great...turns almost any piece of a website into a widget (some websites cause flakey behavior if the webpage updates cause stuff to move around on the webpage). Also very customizable as to how often it updates. Even if I'm not connected I can view result forecast from the last time I was connected.

No idea what the links have to do with a weather app.

No idea why you have to cop an attitude either.

Is this what you want?

That's the Weather Underground app, also a site, and probably the most comprehensive.

As it stands, I think that this thread has run its course.
