I'm on t-mobile and didn't want to pay for a data plan. So I bought this crazy thing:
Changjiang A007 Android 2.2 3.5" Capacitive Touch Screen Unlocked Smart Phone Dual Sim Phone wifi TV GPS Black - 166.42
... Which I surprisingly love. (Although the TV thing only gets two channels, and they're both in Spanish.)
I have wifi most everywhere I go, and have been able to do everything on that EXCEPT access the Android Market. Quick re-search tells me this is a common problem.
Now, my phone has a place for dual sim cards, so I could put a second sim in there if I could find a pay-as-you-go data plan on the cheap that will work for android. And then I could just use that when I need to download an app or on the rare occasion that I don't have access to wifi. Does anyone know who offers such a thing? I'm having a hard time finding one that isn't a flat monthly rate for android.
