Need help removing an App's data

So, I need to reset one of my Apps. But the issue is, I cannot figure out how. Not even a factory reset was able to reset it. As soon as I re installed the App after the reset, it still remembered me and my points. I had not typed in any info or anything. In the App you do not have to log in, it just auto remembers you some how.

I have tried "Force Stopping", "Clear Data", "Clear Cache"
I have tried Clean Master, Uninstalling and Reinstalling.
I have tried deleting all of its files in a File Explorer.
It is not bound to my phone from the network, it still auto remembers me in the App when I am on a different Network.

It is not auto logging me in from a file on my phone either, factory reset wiped everything.

I am completely shocked, how does the App still remember me? I am trying to reset the App so I can start over, but evidently your not suppose to. Any ideas on how to bypass this?

Could it be bound to my Google Play Account in a way? If so how can I log out of Google Play? I can create another Google Play Account.

Here are the App's permissions:
Photos/Media/Files
Wi-Fi Connection Information
Device ID & Call Information
 
Without a link to the app, it's guesswork, but go into airplane mode, open the app in Application manager, clear data, clear cache, force stop, uninstall. (Make sure you have the app's apk file somewhere, so you can reinstall it.)

Restart the phone. Make sure you're in airplane mode. Find the app's apk file and press it. The installer should run. Install the app. See if it still remembers you and your scores. (If it does, it may be keeping a file somewhere that doesn't seem to be one of its files. Install AndroidLost and you'll never find it - it uses a different name. For that app, there's a good reason to do it. For a game, it may just be that the dev thought it was a good trick.)
 
Then I'd bet that it's storing that data on a server somewhere, and you can't "reset" the data. If you have a contact email for the developer, contact him and ask if there's a way. (The app is probably logging you into the server, but it's doing it without telling you, probably using the Device ID - why else would it need access to the ID?)
 
Okay. I'll try E-Mailing the developer from the Contact us section. I did not know that each device had its own "ID". Is there any way to change mine?
 
Yes - and then you won't be able to make phone calls or text. (And it's illegal in almost all cases.)
 
Well it can't be illegal, theres multiple apps on the app store that claim to do so. Anyways, I was able to solve my problem so thanks for your help guys.

Heres what I found out:
I can run Android on my PC
Whenever I need to reset my Android ID, I simply can uninstall and reinstall an Android OS on my PC.
So the App I use has no idea it is me.
