Root Need Help Restoring a Deleted APK

Can't upgrade to ICS because I deleted an app.

I accidentally deleted VZ Apps (Verizon AppStore) which is VCast.apk. I located a system dump for 6.12.173 with all of the apk and odex here:

So I downloaded the zip, extracted VCast.apk and VCast.odex to the /system/app folder of my Razr Maxx, changed the owner of both to 0 - root (like all other apps on my phone) and changed the permission of both to match the other factory installed apps on the phone (other VZW applications). But the application won't install. When I try to install, I get a message that says "Application Not Installed" almost immediately.

I don't care about the app so much as it's keeping me from successfully completing the ICS OTA update.

Am I doing something wrong? Is there something else I need to do to get the app installed from the system dump files? I'm currently on 6.12.181, XT 912 Verizon US CDMA, using ROM Toolbox for my Root Browser.
