With absolutely no apps or data at all it will have at most 147 MB. If you've logged in to your Google account since the reset it will have less than that, logged in to Facebook even less, etc (all app data live in the internal storage as well as installed apps and updates to system apps). Though if you've used 40 MB already you must have restored some apps. or downloaded a lot of app data: try sorting your apps, including system apps, by data storage and see whether any stand out.
Without rooting the phone there's only so much you can do: basically keep cleaning caches, move any apps that will allow you to to SD, watch for any apps using excessive amounts of data storage.
Rooting the phone (hacking it to gain administrator access) gives a few more options, but it's not for everyone. If that does interest you you can find links to some useful discussions here.
