That .dct file format appears to be a loosely defined one. Digital Container, Database Container, Dictionary??? Different companies/organizations have apparently adopted it as their own.

It's not clear what you're asking here. You initially asked about creating this file, now you seem to be saying that you already have one.
As stated above, the meaning of a .dct is ambiguous, so you have to be a bit clearer. What you've said so far means it's impossible to give a proper answer.
Visual Foxpro is a Microsoft product. I doubt whether there's any compatibility with Android. Do you have an app that can read these files? Are you wishing to create an app which can generate such a file?
