Depending on what cell phone you have, you could try Line2. I used it with my previous phone which was a iphone 3G. I didn't have cell phone service at my house so on my way home before I lost cell service I would forward my calls to my Line2 phone number and then I would open the Line2 app. Once I was home and connected to wifi anyone who called my cell phone number would get forwarded to my Line2 number and I could receive the call. You can send/receive txt messages using Line2 as well. I haven't used Line2 for Android though, should work about the same.
