Need working app to tether devices

I hope someone can help me as I am struggling to find a working solution.

I have a nexus 7 and htc one x+. I have mobile data on my phone and would like to use it as hotspot for my nexus 7 to connect to so I can use internet on it.
All the apps I've used so far don't work, some do connect but I can't surf the net.

I know that the most likely cause in this case is the network provider not allowing me to use tethering.
I was wondering whether there's a workaround, it seems rather shocking that you can't bypass this on an android

I use https://play.google.com/store/apps/details?id=com.googlecode.android.wifi.tether to tether my tablet to my Thunderbolt.
