Network may be monitored

From what I understand that's a standard security warning when you use a VPN. Are you?

I don't think the message can be removed, but I wouldn't worry about it.

Here's what's going on ... you've got a certificate installed that Google can't verify, or doesn't like the certifying authority.

Here's a good article explaining it in detail.

I'd just do a quick review of the installed certs and see if everything looks legit. If so, then you'll just have to live with the warning.

Here's the problem I have with that, though. Even if everything right now is valid and you accept the apps certificate, you will continue to see that message. In a couple of months you install an app with malicious connections, you don't get notified again, you just continue to see the same old notification. If everyone did a periodic review of their installed certificates, it probably wouldn't be a risk, but most poeple don't even realize they have them, let alone know where to find them or what to look for. :(

Well i read the article but didn't quite get it at then end when he said " If you are confident in the security and origin of the certificate, engineer and Android enthusiast Sam Hobbs has a clearly written instruction guide for manually moving your certificates and another programmer and enthusiast Felix Ableitner has an open-source application that performs the same task without the command line work ". I mean i didn't find the open source application and again i'm rootless. Thanks
 
I don't know that it would solve your problem anyway. Removing the installed certificates should remove the message, but if you wanted to use your VPN/adblocker, it would need to reinstall the certificate, which would put you right back here. :(

It's already been mentioned that notification is a common message for any Android VPN. The DNS66 app relies on your phone's integral VPN to function, much like non-root firewall apps use. There's a discussion on the app with its developer below:

It's not an external VPN service, that you need to create an account with, it's the built-in, basic VPN service that's included in Android itself, one that just loops back your phone instead of using online servers.
Anyway, if that, "Network may be monitored" message bothers you so much, uninstall that DNS66 app. It's a matter of weighing the benefit of the ad-blocking with the message (and there's probably a key shaped icon in the Notification panel too that indicates the VPN is enabled), vs no ad-blocking so no message.
