Help new contacts in phone when old phone turned on

Hello all... So my wife has a prevail and we both have the same google play account on our phones so our contact list get updated regularly....BUT just yesterday she had some email contacts show up in her phone but they aren't in mine....The only thing I can think of is that we found her old phone a few hours before and turned it on. would her prevail update from anything in that phone?

*UPDATE* So...I have found that the contacts are from my "other contacts" tab in my gmail account....but why would the phone only sync a few contacts and not all of them? and why wouldn't they sync to my phone as well as hers since we are both synced to the same gmail?
