Call them up and demand an instant response, and see how many people reply then.

Seems to me like you have half an Idea here.
You say it works by sending your Nebuchadnezzar question to 100 people who know about history.... Because 10 of them are familiar with a particular monarch.
That sounds spamming to me....
The 90 others will get fed up and leave pretty quickly.
For your scheme to work, you need a much better way to separate the Babylonian experts from the ww2 experts.
Both would be matched by your English speaking history filter.
And you said the last step is to call them....

People on those forums give very few instant answers as required by your proposal.
Most of the answers are given after a significant time delay.
If you are are only sending 10 , then your knowledge schema used for filtering needs to be much deeper.
Otherwise it would be like posting on a general forum and only letting 10 people reply to a very specific question.
Like I said...you have half of a very good idea here. The half you don't have is the difficult bit to make it work.
If you can get both halves then you really will have a program that rocks
