Help New Samsung Galaxy S4 phone not charging

Hi all
My samsung galaxy 4 phone, when plugged in to the charger, tells me it is charging, the light goes on to assume it is charging, yet it will not charge.
This phone is new, as is the charger and I was curious if anyone else has been having this issue and what I can do about it?

I presume you are using the stock charger. If so, try another (any USB charger should work, just more slowly than the stock charger). If that doesn't work, I'd suspect a duff battery.
