Hi new to the forum I have recently bought a Nexus 7. I had a quick read of the small booklet that comes in the box and noticed the nexus cannot be charged when on if you use a PC. So if I want to put movies/ music/photos on I do this when the device is switched off? Will the laptop recognise it as a disk drive? I hope this make sense any help is appreciated

It has to be on.

It just means that while connected via usb and on, it will not be charging.
If you plug it into the mains, it will charge while on or off.

If you plug it in to the laptop via usb you should get a pop up window asking what you want to do, like when you use a flash stick, choose open folder and you will be able to drag and drop files etc.

Thanks so much I just wasn't sure and didn't want to risk damaging the nexus which I absolutely love! Now to get some movies on there :-)

It will actually charge it a little bit. Not enough to sustain the battery level with the screen on, but enough for 1% over a few minutes with the screen off.
The reason they say don't charge over usb is because it had become common practice for some folks and their phones. And while that's still feasible, the N7 has a battery 4 times the size of the phone so it would take for ever.
