Apps New to mobile app development - Need suggestions!!

Hi,

I am completely new to mobile app development. I want to develop a mobile app for my enterprise app. I want the rendering should happen on mobile device locally (to make it fast) using data retrieved from enterprise DB. i Want to develop it for iOS and Android and for mobile and tablets.

Can anyone advice me whether i should use Hybrid or Native? In case of Hybrid, will the rendering happen on mobile device locally? Any good /proven open source framewor​
