Help New Zealand Dual Sim S3

Hi, not sure what to do here as I'm a newbee. My partner has just brought a duel sum i9300 that works on only 2degrees or Vodafone here in New Zealand. Was wondering if the device was rooted that it will unlock the carriers so we can use Telecom network. Hope someone can point me in the right direction. Cheers
 
Tbh mate ive never heard of a dual sim s3. Can u post a screenshot of Settings, About Device like this uploadfromtaptalk1368566600446.jpg
