Lurker
just got a new nexus, turned it on, all i get is searching for wi fi. can you do anything with the nexus without being on the internet

I believe that when you turn it on out of the box (or do a restore for that matter) that you can't skip the connect to a network bit of the set up, so it will keep looking for Wi-Fi.

Or, if you've done that already, there's a couple things you can do out of the box without Wi-Fi but, nothing very fun, ie use the calculator, calendar or people app. Once it's set up and you've downloaded apps to it though, there will be a lot where you don't need an internet connection to run them.

OK Thank You for that
Next question, I have a galaxy 3 phone that i can teather to my computer for internet, i live in the country, is there an app that would turn my phone into a wifi

If the phone is rooted then yes. If its not, then your options are pretty limited. Is there anyplace like a mcdonalds or starbucks nearby that has free wifi?

I know you said your in the country, but there may be something thats not too far.

On android, being rooted or having root privileges is like being the administrator on a windows machine. You have complete control over the device, and can make whatever changes you see fit.

Typically you root your own device, but the directions for doing so are very device specific. If you don't have a rooted device, I will move this into the main nexus 7 forum. Its currently in the root subforum. You might get some better answers out in the "general" area. :)

Thanks
What does rooted mean and is it something i can do myself

If you are interested in rooting your phone, I'd advise heading over to the Galaxy S3 forums because the method to root that is going to be radically different than rooting a nexus device.
