Help Newbie Question #1 - Provider Customizing OS 2.2?

I have a Samsung Galaxy S. It has 2.1 and my provider (Sasktel) is slow going to 2.2. My question...

Can anyone explain in laymen's terms how the phone is setup by a provider? Sasktel says they have to test the changes but the Sasktel OS is basically Bell os with maybe (as far as I can imagine) settings for server's etc. Wondering what a cellular provider would do to an OS that makes it so difficult to go to a new verison once there is an official release? I assume that Samsung first releases an OS flavour as they have all their stupid bloatware... but at a provider level, what do they do to it?
 
i will take a stab and guess at answering your question. this is based on the limited knowledge of the subject that I know.


Servers
radios
frequencies

the carrier has to customize the drivers and radios for the phone to work with the carriers servers and frequencies.

then they have to test them..
so that it does not affect or make trouble on their network and servers.
so that the phones are limited in the speeds and features that they want the phones to be able to do.
