I am new to all of this and trying to get some information. I am the IT Director for the school district. We are looking into a Bring Your Own Technology initiative for our district. One of the things I am thinking about is to ask for donations of phones and tablets that folks would discard when upgrading. In my first phase I am hitting a wall with inactivated phones. Is there a way to unlock these phones so students can use the WIFI ortion of these devices?

Welcome to Android Forums!

A phone that has been remote wiped and locked will require the users security code or will have to be returned to a stock state by flashing the recovery software. This will be different for each device. Phones that have been deactivated from the carrier's network should still be able to access WiFi.

I don't know why anyone would donate a locked phone.
