Although the problem was solved, I thought this might be a good place to further explain what the border means and why the function is useful despite contrary postings: First, the light blue border does indicate the tablet is in zoom mode. And yes you can zoom webpages without using this function. However, (and this is my second point) this blue border zoom is global, meaning it works for everything. Even in games. It works in all programs regardless of the program's own zoom capabilities. At least, that's how it's worked for me. You get in and out of this global zoom by tapping rapidly three times on the screen (if the option is on in system settings). And when it is working the blue border appears. The only problem I've encounter using this tool is that it seems to occasionally get stuck in multiple levels of activation and won't seem to turn off. I've found a solution; by changing the page I'm viewing then trying to turn it off again usually works.
