I've heard of apx mode before (I think this was the thead: [Q] Nexus 7 deep-bricked (APX mode) - xda-developers), but there was no resolution. The recovery using NVFLASH sounds very tricky, but you could, at your own risk of course, take a peek at this thread: https://www.androidroot.mobi/pages/guides/tegra3-guide-nvflash-jellybean/ I'm guessing if you simply cannot get your device into the fastboot / bootloader mode, that the above couldn't hurt, but, as always, caveat emptor.
