Help Nexus 7 charge/usb problems

Ok, I've been searching for this and haven't seen a post that's quite the same. My issue is my Asus Nexus 7 will only charge when powered off. (Yes I only use the stock connectors and chargers) AND my PC won't recognize it when plugged in to USB... but it will charge via USB as long as it's powered off. Tried both work and home PC's and same result.

Did the reboot thing, the hold the power button thing and no change. The only thing I haven't done is return it to stock which will be next unless anyone has any other ideas??

thank god you wrote it first. happened after I used what I suspect was a dodgy charger, but my phone worked fine off it. tried using loads of different chargers including the 2amp OEM one.

OTG cable not working with it now either detects the device but says it's in protected mode. light comes on the usb drive fine.

also chargers fine when turned off. screen pops up saying charging when turned off.
